Building Communities Strong Fund Funding Annoucement

This week, the Government of Canada launched the Building Communities Strong Fund, which is a investment into building the infrastructure that Canadians rely on every day. It will speed up the constructions of hospitals, recreation centres, universities, and colleges that serve our communities; bridges that move our goods; and water and transit systems that keep our towns and cities running.

More information about the program can be found in this backgrounder.

The Direct Delivery stream is open for expression of interests from eligible projects. This can include large building retrofits, climate adaptation and community infrastructure. These must be shovel-ready projects that can start over the next 12 months and have Class C estimates at the minimum. We recognize the financial limitations of our members as we work to resume normal operations as a sector post the pandemic restrictions and the current financial situation across the province. Recreation Manitoba is seeking the services of a skilled Executive Director (ED) with experience in the recreation sector. The ED will provide strong and visionary leadership within the context of a policy governed, non-profit organization with a membership base of approximately 400, and an annual operating budget of approximately $280,000. Miniature horses boost spirits at Winnipeg community hospital

Patients at Riverview Health Centre got a visit from a different kind of therapy animal Wednesday, as two miniature horses roamed the hallways and raised spirits at the Winnipeg health-care facility. Take a look.

Recreation Facility Asset Management (RFAM) Success Story - Rural Municipality of Hanover

The team at the Rural Municipality of Hanover have been searching for a method to track, monitor and evaluate their assets especially with a number of their facilities nearing their end of life. Through their membership with Recreation Manitoba, Bronson Pritchett (Municipal Facilities Coordinator) came to learn about RFAM and the membership benefit that was available. After a few years it was clear that this task was too overwhelming for an organization to complete on their own, especially with the existing load of work staff were dealing with. Dialogue started between the RM of Hanover and the team at Marmak (parent company of RFAM) to have 2 consultants visit Hanover for a week and collect equipment inventory data for all of their recreation facilities and open spaces / grounds. During the Week of June 5th over 350 pieces of equipment were collected with a total value of $37,698,060.85.

The equipment collected had the following condition levels:

Very Good Condition: 45
Good Condition: 202
Fair Condition: 85
Poor Condition: 22
Very Poor Condition: 6

In addition, RFAM automatically developed their FCI (Facility Condition Index) Scores and a 5 Year Plan. All of Hanover's assets have an FCI Score of less than 3% (only 3% of equipment needs to be replaced) which is Very Good. However their EFCI-5 (Extended Facility Condition Index - 5 Year Forecast) Score is 24.39% which means almost a quarter of their assets need to be replaced within the next 5 years. This is an issue the RM of Hanover is aware of but now they have the data and reports to support their decisions and planning process.

CPRA has launched the Canadian Parks, Recreation and Sport Infrastructure Database, the first database specifically designed for the recreation and parks sector. Recreation Manitoba members can use this database by both entering and accessing essential facility and demographic data to better understand and convey how your facilities contribute to the health and wellbeing of your communities.

CPRA is looking for Recreation Manitoba member communities to support the project. They need your help to:

Enter the location and basic information about your community’s facilities in the database;
If your facilities are already in the database, ensure the location and information entered is correct.

Exciting Benefits of the Canadian Parks, Recreation and Sport Infrastructure Database:

The Database has been pre-populated with some facility information made available through Statistics Canada.
The simple user interface lets you easily update existing facilities and add new ones.
You can quickly access information on key health indicators using built-in demographic data.
A movement data layer provides you a picture of how people are using your outdoor parks and facilities hour-by-hour.
A dashboard allows you to compare facility provision levels within your community or with communities of a similar size and profile.
The database can be used as an indispensable tool for reports to council, budget and project planning, and feasibility studies.
CPRA can utilize the data to illustrate the benefits of parks and recreation and advocate for additional support from the federal government on your behalf.

Susanne Moore receives Queen Elizabeth II Platinum Jubilee Medal (Manitoba)

Susanne Moore, recently retired Recreation Director for Macdonald Headingley Recreation District, was presented with the Queen Elizabeth II Platinum Jubilee Medal (Manitoba) by Lieutenant Governor Anita Neville at a ceremony on December 19, 2022. Award recipients were nominated for their public service, dedication to others, impactful accomplishments in their community and leading by example. Susanne was nominated by MLA Myrna Driedger.

Susanne has been a leader in Manitoba’s recreation community for over 30 years, and one of recreation’s biggest advocates, promoting recreation for its contribution to individual physical and mental health. Her career focused on building community capacity and creating a positive environment for citizens of all ages and abilities to grow and thrive. Along with providing innovative recreation programs and services to her communities, Susanne volunteered on numerous recreation initiatives that moved recreation forward in Manitoba. She was President of Recreation Connections Manitoba (now Recreation Manitoba), represented Manitoba at national level discussions, including the development of the National Framework for Recreation, and participated on many provincial committees. Susanne received the 2016 Recreation Connections Manitoba President’s Award for Outstanding Achievement for her volunteer commitment and leadership to recreation, and was the recipient of the 2017 CPRA Award of Merit for Manitoba.

Susanne’s engaging personality and professionalism as well as her tremendous wit and sense of humour contributed to her success in bringing recognition and credibility to the field of recreation. Susanne has been an influential leader and champion for recreation in her communities and municipalities as well as at a regional, provincial and national level. Not surprising that in retirement, Susanne continues to volunteer in her community!

Call for Applications to Building Sustainable Communities and Urban/Hometown Green Team Programs

Applications are now being accepted for the 2023-24 Building Sustainable Communities program. This program supports local community development priorities led by municipal leadership and non-profit organizations with leveraged funding from other public, private and philanthropic sources and the work of local volunteers, the minister noted.

Building Sustainable Communities provides a grant contribution of 50 per cent of eligible project costs up to $75,000 and up to $300,000 for large capital projects. Eligible applicants include non-profit organizations, charitable organizations, municipalities and Northern Affairs community councils. Since its launch in 2019, the program has committed more than $57 million to support over 1,300 community-led projects and leveraged approximately $135 million from other funding sources.

Grant applications are also now being accepted for the 2023-24 Urban/Hometown Green Team program, which allows organizations to hire youth for summer jobs across Manitoba.

The Urban/Hometown Green Team program provides opportunities to support the needs of community-based organizations and young Manitobans looking for summer employment. The program includes a broad range of employment activities including recreation and camps, as well as greening and beautification initiatives, the minister said.

The grants cover 100 per cent of wage costs plus $250 per position for non-profit organizations. Municipal governments receive 50 per cent of wage costs and $125 per position on a cost-shared basis.

The deadline for applications for both programs is Jan. 16, 2023.

CPRA Announces Exciting New $8M Investment in Recreational Sport

The Canadian Parks and Recreation Association (CPRA) announced today a new $8M investment that will increase participation and retention of equity-deserving groups in recreational sport in Canada. Entitled “Reaching Each and Every One: A Community Sport Intervention”, this major investment was made possible through CPRA’s successful application to the Government of Canada (Sport Canada) Community Sport for All Initiative.

This funding will allow CPRA to support community-led projects that remove barriers and increase participation rates in recreational sport for underrepresented groups, in particular, Black, Indigenous, racially diverse, 2SLGBTQQIA+, low-income and newcomer populations, and people living with disabilities.

CIMCO to Install NHL’s First CO2 Arena for Columbus Blue Jackets

The Columbus Blue Jackets is the first National Hockey League (NHL) team to choose the natural refrigerant CO₂ (R744) for its arena refrigeration. CIMCO Refrigeration (CIMCO) will support the Blue Jackets in upgrading their outdated HFC-22 (R22) system in 2023, significantly reducing greenhouse gas emissions and paving the way for sustainability within the league and throughout the industry.

CIMCO, Canada's largest industrial refrigeration contractor, has installed more than 100 CO₂ arena systems since 2012 and is confident that this is the best solution for the Ohio (U.S.)-based NHL team’s home – Nationwide Arena. Initially, an HFO blend was considered but the CO₂ solution offered significant cost reductions and removed the risk of future refrigerant phase downs associated with synthetic refrigerants.

“We wanted to provide Nationwide with a long-term solution,” explained Brad Wilkins, US Recreation Project Team Lead at CIMCO Refrigeration. “With the current state of synthetic refrigerant blends, you cannot make long-term promises.”

“After extensive research in a solution for our 22-year-old plant, we determined the smartest choice was a CO₂ solution that CIMCO proposed,” explained Derek Smith, General Manager at Nationwide Arena. “Having a future-proof, efficient, sustainable refrigeration installation that will last for the next 30 years is very important to us. With ever-changing regulations in the industry, we were not interested in having to trouble ourselves with having to find another solution in the coming years. CO₂ has had a longstanding reputation in Europe for decades and we are excited to be the first NHL team to implement a CO₂ plant partnering with CIMCO.”

The Blue Jacket’s farm club, the Cleveland Monsters, already uses a CO₂refrigeration system, with great success.

CO₂ Offers Superior Performance

CO₂ stands out in terms of performance. Superior quality ice under any circumstance is crucial for NHL arenas, often leaving operators at the edge of their seats during large games with increased (and unpredictable) heat load demand. The CO₂ solution provides a very fast way to bring the ice temperature down to meet the performance requirements when it is needed. This particular system will also have full redundancy built in to ensure operators do not ever have to worry about their ice.

“The NHL is all about high performance and this is a high-performance system that will give them the best ice quality for many years to come,” said David Fauser, Director of Sales at CIMCO Refrigeration. “We are confident that we will exceed expectations on this project.”

The Columbus Blue Jacket’s arena will be served by two 200 TR (703 kW) packaged trans critical CO₂ systems with full (100%) redundancy. For the majority season, only one system is needed but both can be deployed as needed in warmer months.

The project will commence during May 2023 with practical completion scheduled for September 2023.

CIMCO Brings CO₂ to Winter Olympics

This is not CIMCO’s first game in the big leagues with CO₂. They were also recently involved in bringing transcritical CO₂refrigeration to the Winter Olympics in Beijing, China in 2022. What is Recreation Manitoba?

Recreation Manitoba is a dynamic, provincial organization that provides leadership and a strong voice to the recreation delivery system in Manitoba

How is the Board of Directors structured?

The business of the Association shall be managed by a Board consisting of no less than five (5) and no more than nine (9) directors. The composition of the Board shall include one (1) Director who fulfill the following quota: At least one (1) Director who is a member of therapeutic recreation profession.

How many positions are up for election?

For 2022 there are five spots currently open for election with one incumbent, Justine Friesen, running for re-election on the Board of Directors. Each spot is for a two-year term.

Responsibilities of Board Members:

1. Directors are required to attend all regular meetings (approximately six meetings per year), annual general meetings and special meetings as determined.

2. Directors are responsible for carrying out the policies and directives of the RMB, which are determined at the annual general meeting.

3. Directors are accountable to the funders for the programs and services provided by the RMB and how the associations’ funds are expended.

4. Directors shall serve as a liaison between the recreation community and the RMB.

5. Directors maybe required to Chair or co-Chair, and actively participate on one of the Committees of the Board. Committee responsibilities include by are not limited to:

providing the Board of Directors with regular progress reports and/or presentations

overseeing the logistics of the committee operations and identifying resources required (financial and/or human) for all initiatives, programs and/or services

6. Directors will foster positive working relationships between volunteers and staff.

7. Directors shall volunteer for and willingly accept assignments and complete them thoroughly and on time.

8. Directors must stay informed about board and committee matters, prepare themselves well for meetings and review and comment on minutes, financial reports and other related items.

9. Directors shall serve without remuneration. A Director will be reimbursed for reasonable expenses (i.e. mileage) incurred by them in the performance of their duties.

Time Commitment

Recreation Manitoba holds an average of six (6) meetings of the Board per year – with most meetings held electronically (e.g. zoom, teleconference). Meetings are generally held during a normal work day.
Directors are expected to serve on at least one (1) committee and attend up to four (4) such committee meetings per year. There may be additional committee(s) work as required.

Term of Office

Directors serve a term of two years with the maximum number of terms being three, for a total of six years.

Eligibility
To be eligible for election as a Director, an individual must:

a) Any members of the Association who is eighteen (18) years of age or older and who has the power under the law to contract, is not in the status of bankrupt, is able to carry through the responsibilities of a Director. All Directors must be members of the Association.b) Nominations will be accepted from any voting Member in good standing.

How will Board members be selected?

Directors are elected in accordance with Recreation Manitoba’s By-laws

What qualifications are needed to be a Director?
12. Directors must possess a majority of the following General Attributes

Independence and sound judgment	Integrity – demonstrate personal integrity, are trustworthy, and insist the organization behave ethically.
Long-term, strategic outlook.	Organizational Governance knowledge and experience at a somewhat complex organization.

All individuals wishing to run for a position as a Director, including any current Director, will be subject to nomination which requires the submission of a signed Nominee Application Form and supporting materials by the application deadline.

The Nominations Committee will conduct due diligence by reviewing the nominee’s qualifications, the required skills and attributes, potential conflict of interests or other significant matters which would preclude the nominee from successfully fulfilling the duties of a Director. Canada, Manitoba and Thompson invest in a new $15 million aquatic facility Thompson, Manitoba, May 9, 2022—The Government of Canada and the Government of Manitoba recognize the important role recreation facilities play in our communities. Investments to build and upgrade community and recreation infrastructure help Manitobans access the services and networks they need to stay connected, share experiences, and build healthy, inclusive, and vibrant communities.

Today, the Honourable Reg Helwer, Minister of Labour, Consumer Protection and Government Services, Her Worship Colleen Smook, Mayor of Thompson, and the Honourable Dan Vandal, Minister of Northern Affairs, Minister responsible for Prairies Economic Development Canada and Minister responsible for the Canadian Northern Economic Development Agency and Member of Parliament for Saint Boniface—Saint Vital, on behalf of the Honourable Dominic LeBlanc, Minister of Intergovernmental Affairs, Infrastructure and Communities, announced funding to build a new aquatic facility in the City of Thompson.

This new facility will replace Norplex Pool, which closed in 2019, and will provide the residents of Thompson and the surrounding area with a modern and larger multi-use venue. The facility will consist of two tank pools, including a six-lane pool and another pool featuring a shallow end with beach entry and splash pad. The facility will also include a sauna and space for small gatherings and meetings.

The Government of Canada is investing up to $6 million in this project through the Investing in Canada Infrastructure Program’s Community, Culture and Recreation Infrastructure Stream. The Government of Manitoba is funding up to $5 million, and the City of Thompson is contributing approximately $4 million towards eligible costs for the project.

The Investing in Canada Infrastructure Program is providing $33.5 billion over 11 years for public infrastructure across Canada. Under this program, provinces and territories prioritize and submit projects to Infrastructure Canada for review. Recreation Manitoba, the Manitoba organization dedicated to serving the Manitoba parks and recreation sector, has announced the recipients of its six major awards for 2022.

Recipients will be recognized at this year’s Recreation Manitoba Conference.

In announcing the recipients, President Emily George said “now more than ever parks and recreation has shown what an essential part of healthy and well communities they are. The sector includes so many people and organizations who lead by their example of dedicated service to their communities.”

“It is important for us to recognize the best of these in tribute to the award recipients but also to broadcast their accomplishments as encouragement to them and to others.”

Awards are presented to people or organizations in each of Recreation Manitoba’s four pillar areas of emphasis

Sharon Arsenault (Recreation Technician – Sgt. Tommy Prince Place)

The Prairie Crocus Award honours a professional who has made a significant contribution to recreation, therapeutic recreation, parks and/or leisure services within the Province of Manitoba.

Sharon Arsenault has ‘done it all’ in recreation since entering the field about 35 years ago: special needs programming; preschool, children’s, family, and seniors programming; special events; staff training on computerized registration systems; and facility management.

For the past 13 years she has been at Sgt. Tommy Prince Place (formerly North Centennial Recreation & Leisure Facility). Her love of the facility has allowed her to help foster pride and ownership within the community and to help that community protect and value the facility.

She takes special pleasure from watching Sgt. Tommy Prince Place grow and flourish in its service to the community with a renewed family atmosphere where all ages can play together.

Therapeutic Recreation Award of Excellence
Nicole Perras (Misericordia Health Care)

The Therapeutic Recreation Award of Excellence recognizes and honours a therapeutic recreation professional who has made a significant contribution in the field of Therapeutic Recreation within the province of Manitoba.

Nicole Perras has worked in the Therapeutic Recreation field since 1998 and is recognized by her colleagues as a leader, an advocate for the profession and for her clients. She is always looking for opportunities to learn and grow as a therapeutic recreation professional and as a person to be able to recognize creative and innovative programs for the clients she supports.

In a career of service, the pandemic years have been particularly challenging and in early 2021 Nicole rose to the challenges. She was nominated as a Misericordia Health Care Warrior, recognizing outstanding work in the face of Covid-19.

She is an advocate for wellness in the workplace. As a passionately active member of both MHC’s Workplace Health & Safety and Fitness Committees, her ideas, attention to detail and organizational skills have been very important in making positive change within Misericordia Health Centre.

From larger-scale activity such as training students, thus contributing to the future of the Therapeutic Recreation professions, to very small ideas, such as using google translate and playing familiar music for clients who do not speak English, Nicole constantly demonstrates the importance of a creative approach in serving both her clients and her profession.

Guided by a belief that person centred care is essential, Nicole Perras is recognized by her colleagues as a role model and is a credit to the Therapeutic Recreation profession.

PILLAR AWARD: Facilities
Grande Pointe Homeowners Association - Grande Pointe

Recognizing a recreation facility, individual or group in Manitoba that demonstrates outstanding or unique innovations in providing places to gather, play and connect. Nominees have the capacity and passion to operate facilities and spaces, according to best practices and trends in the industry.

The Grande Pointe Homeowners Association has accomplished the development of a community centre and community park with extensive leisure and recreation opportunities through development and implementation of a multi-stage long-term plan. The group formed in 1997 to deal with the local issues following the ‘flood of the century’. Since, it has provided community leadership in the unincorporated residential community.

Beginning with the acquisition of 20 acres of land and ending with the recent opening of the Grand Pointe Community Centre, the group has accomplished much in just over 20 years and continues to work at implementing its vision for “a unique space focused on physical activity and accessibility”.

The Grande Pointe Park and Community Centre development began with the establishment of necessities such as well, pump house, retaining wall, driveway and parking lot but also flower beds and a picnic shelter with a brick floor. It now includes a stage for concerts, an outdoor multi-use sports pad which houses an outdoor rink in the winter time, a warm up shack, a natural playground with a swing designed for individuals with special needs, baseball diamonds with dugouts and bleachers, a soccer pitch, a beach volleyball court, outdoor fitness equipment, a fire pit area and a trail system along the Seine River.

The original vision of a multi-functional park for recreation and leisure has been met and surpassed with the addition of the community centre. Residents now gather at this central meeting place, year-round, for community events and celebrations as well as recreation and leisure purposes.

PILLAR AWARD: Nature
Dan Lester - St. Clements

Recognizing the passion and achievements of individuals, groups and organizations that steward recreational, natural, and green spaces that enhance community quality of life.

Dan Lester is the Executive Director of the Red River North Trails Association. He has been a part of RRNTA since 2004 and was RRNTA representative on Trails Manitoba from 2008 to 2015.

In this role, as well as through countless volunteer hours, he has been a tireless worker and significant contributor to the development of trails and trail systems. In particular, he has been directly involved in development and connection of the 400 kilometres of Trans Canada Trail from Great Falls, passing through the entire East Beaches region, Mars Hills, Beausejour, Selkirk, Lockport, and into Winnipeg.

He has negotiated partnerships with 10 different municipalities and the Trans Canada Trail central organization, has developed many private landowner’s use agreements, and has secured over a dozen permits through the various government departments for land use access and road crossings.

He has secured shared funding and cost-share grants from the province, estimated at over one million dollars, and has completed $1.2 million dollars’ worth of trail projects for Red River North Trails Association.

Dan has a deep appreciation for the value of recreation and strives to increase awareness of the opportunities that access to and use of trails can provide for individuals or families.

PILLAR AWARD: People & Community
Gilles Durupt - Winnipeg

Recognizing recognizes the efforts and dedication of individuals, or groups, who lead and advocate the many benefits of the field.

Gilles Durupt is being recognized for a lifetime of volunteer service in the St Boniface community, at Le Centre Recreatif Notre Dame Recreational Centre, and in the hockey community with St. Boniface Minor Hockey and College Louis Riel High School. During most of his volunteer career he has served at the same time in both board leadership roles and hands-on coaching roles.

Among many examples of his leadership is the critical role he played as a member of the board of Notre Dame Recreational Centre when faced with the need to replace the ice plant in the arena. He worked as part of a team to facilitate installation of the new ice.

Gilles has actively coached hockey, baseball, and soccer and has made a difference in his athletes’ lives both as coach and supporter. He has encouraged many others to follow in his footsteps as both a coach and as a community volunteer and then maintained a continuing relationship as a mentor for those he encouraged into both roles.

Gilles is a champion of community development, Francophone culture, bilingual sports programs, and inclusion of everyone in the community in sport and recreation. He was the driving force behind the development of the St. Boniface Seals Minor Hockey program, the NDRC breakfast Club, bilingual hockey teams and coaches in St Boniface, and building more opportunities for the Recreation Centre to engage new community members including new Canadians. He has coached both male and female hockey teams to championships.

PILLAR AWARD: Health & Wellbeing
Kathy Picard - Lac du Bonnet

Recognizing nominees that have gone above and beyond to increase opportunities for their community to benefit mentally, physically and socially.

Kathy Picard has focused on community fitness in her retirement after a career as an Elementary Physical Education teacher. Always a role model for a health and wellness lifestyle, she is a promoter of recreation opportunities and a leader of a wide range of leisure and recreation activities in the Lac du Bonnet area.

She is the founder and president of the Lac du Bonnet Trails Association. She gets much of the credit for the realization of the dream to create the Bluewater Spur of the Trans Canada Trail. Through her work on developing trails in the area, she has secured funding to groom sections of trail for cross-country skiing.

Kathy was responsible for writing the funding applications to establish Pickleball in Lac du Bonnet and continues to be an organizer, including Pickleball skills sessions - whether it be an introductory course or specific skill building.

In winter, she spearheads an informal group of cross-country skiers to gather and ski together.

She established and continues to teach aerobic fitness classes for mature adults. These twice-weekly sessions have had a huge positive impact on the mental and physical well-being of the attendees. Targeting youth and concerns about physical and mental wellbeing during the pandemic, she volunteered to lead an after-school activity program called Mindful Hikes. The program had unanimous positive feedback from the parents of the children who participated.

Wherever there are healthy lifestyles initiatives in the Lac du Bonnet area, its likely Kathy Picard is a forefront or behind the scenes organizer and/or participant!

Air Quality in Recreation Centres

Town of Altona Recreation maintenance employee David Sawatzky prepared a report on air quality as a result of recent purchase of a portable air quality monitoring device by the Town of Altona Recreation Services.

REPORT

Over the last few weeks we’ve been compiling some data in regards to the CO2 levels in our building. It's been difficult since the activity level in our building has been a bit low since the start of the New Year but we’ve still managed to assess a few key areas.

We’ve spoken with a few different MB HVAC experts and have been told that 800 ppm is the level of CO2 we’re trying to stay below regarding the spread of Covid-19. That said, a short term spike to 1000 ppm, or even 1200 ppm is acceptable assuming a return to normal levels afterwards. Sustained CO2 levels above 1200 ppm indicate a need for better ventilation and levels above 1500 ppm for any sustained period (more than 10 minutes) would indicate a very high chance of Covid spread.

While CO2 levels give a good indication of where air quality needs to be improved each specific area is affected by 2 main factors: how often the space is being used and how many people are using it at that specific time. A few areas of our building have shown to be very well ventilated so far. The Lobby area is not only large, but has enough residual airflow that CO2 levels never pushed past the 800 ppm level while monitoring. The connected rec. offices (main and rec. programmer) also fared well with levels again staying within accepted levels, even when occupied for the entire work day. The Rhineland Pioneer Centre areas, when being used for Pickleball and ballet, have also shown to be ventilated well enough for those particular activities.

The one area of our building that is concerning is the dressing rooms. We've changed our air intake to fresh air only (instead of recycled air) which has improved overall air quality. Unfortunately they're also areas that are unsupervised with prolonged occupancy.

The chart below is from a typical Tuesday evening, Altona Minor Hockey “skills night”. The monitor was in DR #2 (Dressing Room #2) which housed half of the U7 group at 4:30pm and half of the U13 group which started practice at 7:00pm. As you can see CO2 levels were normal (500ppm avg.) prior to any kids arriving and hitting 1000ppm by the time they take the ice. Over the next hour it drops, but only back to 750ppm and when they return, spiking up to 1150ppm. After their practice the room sits empty until the U13 team arrives. But in this empty space the CO2 levels only decrease to about 850ppm. As the U13's get ready for practice the sustained levels are reading 1337ppm.

While this was a typical evening of practices with smaller groups, a better indication of what full dressing rooms look like is the next example below. January 16th saw a U18 game with the visiting team occupying DR#2 and the air quality monitor. They arrived early, over an hour before game time and CO2 levels spiked quickly, rising from the normal 500ppm and reaching 2708ppm by the time the game started, At these levels Covid-19 spread would almost be unavoidable. After the first 2 periods levels had dropped to around 1400ppm but again, quickly rose during intermission to close to 2000ppm. After the game they again rose to 2000ppm.

There aren't many actions we can take to make our dressing room air quality better. They're interior rooms, unable to access outside air except through the ventilation system. The only real options are reducing occupancy numbers and reducing the amount of time spent inside the and or installing Air Purification units. Back in 2020, before the seasons shut down, we had larger gaps between rentals to accommodate fresh air intake, spacing teams across multiple dressing rooms to reduce the number of occupants. We also had rules regarding entry and exit times for teams, only allowing them to enter the facility 30 minutes prior to a practice/game and exiting immediately after. We had messaged our main users (Altona Minor Hockey) to follow the same protocols this season.

As with any Covid related purchase, the receipt is being saved in the hopes that at some point there may be some type of relief program in place for municipalities that have incurred expenses due to Covid.

What is your organization mission statement and values?

The Manitoba Fitness Council Inc. is a non-profit organization dedicated to promoting quality in fitness leadership in order to provide Manitobans with safe, effective and enjoyable physical activity programs. The MFC was formed in 1986 in response to a need for standardized training and recognized accreditation within the growing fitness industry. Since that time, the organization has broadened its mandate to include public education and advocacy for physical activity. MFC’s vision is one of a vibrant province where people are active and healthy.

What types of programs, services or events is your organization currently offering?

We offer weekly online workshops for professional development for fitness leaders an personal trainers. We also offer 10 different fitness leader certification options for people in Manitoba. Many of our certifications are offered online as well as in person.

Are there any upcoming programs, projects or event your organization would like to share?

We are currently working on a marketing campaign to get people back to the gym and back to regular physical activity. Look for commercials and social media messages which will be coming in the next few months. We have many certification courses available online, even online live.

What are the two or three biggest challenges your organization face?

We have lost a lot of fitness leaders throughout the pandemic, the need is still there and the classes are still there but we lost up to 15% of fitness leaders in the province. We are in the process of rebuilding these numbers and adding leaders that can inspire others to be active.

We have two full-time staff a part-time staff and 15+ contract staff.

Active Living Alliance for Canadians with a Disability (ALACD) mothers and daughters project

The Active Living Alliance for Canadians with a Disability (ALACD) is interested in learning about the experiences of mothers and daughters (ages 9-15 years) in recreational sport and physical activity.

We want to explore how mothers with a disability participate with, or serve as mentors to, their school-aged daughters (9-15 years) to engage in recreational sport and physical activity, including learning about the unique barriers they face and what they need to participate.

We also want to explore the strategies that mothers employ, and the supports they need, to get their daughters (aged 9-15) with disabilities engaged in recreational sport and physical activity.

By learning more about mothers’ and daughters’ experiences, and the role that families play in supporting one another to be active, we can help to influence community practices and policies that seek to increase and retain the participation of women and girls in recreational sport and physical activity.

Through participation in either focus groups or interviews with mothers and daughters , we will take the findings and develop resources for community recreation organizations to ensure that their programs, facilities, and services are welcoming and accessible to women and girls with disabilities.

Being able to measure and probably evaluate is an important tool for parks and recreation practitioners to have to ensure they are meeting their goals and able to provide fact based evidence to funders.

The Canadian Fitness and Lifestyle Research Institute (CFLRI), together with Research Power Inc., is offering a complimentary training course for practitioners on evaluation and outcome measurement. This 5-session virtual training course will involve both synchronous (online course) and asynchronous (e.g., videos, supplementary materials) learning opportunities. These sessions will be offered at different times throughout the year. Please refer to the list of schedules for available dates and times.

Recreation Manitoba is pleased to announce the continuation of our partnership Marmak. Asset management is a key component of running a successful facility and to be able to meet the challenge of both the present and future head on.

Our partnership with Marmak provides our members with access to software which allows them to be able efficiently and effectively manage those assets and the support and training to ensure they can implement an asset management program.

This partnership will provide Recreation Manitoba with the following benefits

In 1999, Marmak established the Municipal Partnership Program to assist municipalities implement asset management solutions. This Municipal Partnership comprises of over 100 clients whose participation has resulted in the development of various solutions.

RFAM:

Ontario Recreation Facilities Association approached Marmak in 2016 with an idea to collect and standardize recreation asset inventory for all of their members. What is your organization mission statement and values?

Active Aging in Manitoba (AAIM) is a not-for-profit organization dedicated to promoting active aging opportunities for all older Manitobans to enhance their health, mobility, and continuing participation in their community. We are also the provincial organization responsible for the planning and implementation of the annual Manitoba 55+ Games. Our office is located inside the Wellness Institute at Seven Oaks General Hospital, 1075 Leila Avenue in Winnipeg.

What types of programs, services or events is your organization currently offering?

Active Aging in Manitoba programs are designed to change the attitudes of all Manitobans towards healthy aging. Volunteer peer leaders are our core resource. These well-trained volunteers lead exercise classes, walking programs and facilitate presentations to educate all walks of life and all age ranges.

Steppin’ up with Confidence is a peer-led exercise program that trains volunteers at no charge and supports them in offering free classes for older adults within their communities. Steppin’ Up with Confidence is a program of Active Aging in Manitoba and was developed in partnership with the Manitoba Fitness Council. Some of our Peer Leaders are currently offering their classes online and via television until in-person can be resumed. All Manitobans 55 years of age or older interested in healthy, active aging and a desire to lead an exercise class for their peers are encouraged to get involved. Manitoba 55+ Games is a cornerstone program that AAIM has offered for many years. This year, our Games, sponsored by Playnow.com, went virtual and were provided throughout the entire summer, versus a 3-day event hosted by a community in Manitoba. Interested individuals were required to register, track their activities on an activity tracker and then submit their stories and pictures at the end of the event to be eligible for prizes.

AAIM is also acts as an active living resource for older adults in Manitoba and is the backbone agency behind Active Aging week each year in October, part of our Manitoba Seniors & Elders Month.

Are there any upcoming programs, projects, or event your organization would like to share?

Take a Minute to Move TWOgether, built on our Take a Minute to Move Campaign, encouraging Older adults to move more, sit less and feel better throughout their day. AAIM Steppin’ Up with Confidence Peer Leaders will be reaching out to isolated older adults in their communities, and encouraging them to move more, sit less and feel better throughout their day, but more importantly, be a social connection for someone. Older adults can also call AAIM and be paired up with a volunteer who will guide them through a series of exercises that will be mailed out to them in advance of their first phone call or virtual meeting.

Falls Prevention - November is Falls Prevention Month.

Linda Brown, AAIM’s Master Trainer & Certified Fall Prevention Educator, will be providing fall prevention tips throughout November.

What are the two or three biggest challenges your organization face? While we are doing our best offering training sessions, webinars, meetings via online platforms; connecting with volunteers, and the older adults we serve hasn’t always been easy. Many do not have computer access or good Wi-Fi connectivity where they live. We know that in-person is often better, we are doing the best we can. We are using the telephone lot these days. Having to pivot quickly. For example, we received a TD Park People grant and offered A Walk in the Park event in Kildonan Park. A day before our event, Manitoba went into Code Orange. We quickly altered our plans while still getting our message across; the health benefits of connecting with parks and nature. It is essential to AAIM that we keep everyone safe, abiding by public health orders.

How many employees are currently employed in your organization?

We are a very small organization, with only three employees and a large core of volunteers.

Can you give us some two or three points of pride?

The development of our Take a Minute to Move Campaign. We partnered with CJNU nostalgia radio and encouraged individuals to move more – sit less – and feel better throughout their day while staying safe at home. We created practical, easy exercises which aired three times a day; 8:30 am, 1:30 pm, and 5:30 pm on weekdays; 9:30 am, 12:30 pm and 2:30 pm on weekends, February 15 through to April 4, 2021. You can access these exercises at Take a Minute to Move - Active Aging in Manitoba, listen to the audio, or access our handouts.

Our Peer Leaders took it upon themselves to continue reaching out to their participants during the pandemic, learning how to use virtual platforms to teach and even working with a local television station in Neepawa, which MTS cable also picked up. You can watch channel 1030 at 10:30 am on MTS cable if you’re able to access and participate in a Steppin’ up with Confidence class. Many of our Peer Leaders are continuing to offer their classes virtually and in – person following Public Health Guidelines.

The Manitoba 55+ Virtual Games were a resounding success with over 45 communities in Manitoba participating (Participant Map - Active Aging in Manitoba (activeagingmb.ca)), many who otherwise wouldn’t have been able to participate; ** I would add – Assisted living facilities and Day Hospital Programs to participants in The Pas and Flin Flon, Manitoba. As a result, we are considering a hybrid model moving forward to be more inclusive for all Manitobans to participate and have fun!

I participated in the 18-hole golf events - from June 14 to July 14. I golfed everyday except for 2 days when the temperature was 37 degrees. I was grateful to be able to participate because recently two of my best friends were diagnosed with stage 4 cancer. I still have my health although my golf game certainly is not what it used to be. I have been participating in the senior games since they began. I missed 1 year. Thank you for organizing the 55 plus games despite COVID restrictions. What is your organization mission statement and values?

Volunteer Manitoba supports groups and individuals in the voluntary sector to develop and enhance their capacity to anticipate, understand, celebrate, and meet community needs in Manitoba. Our vital contributions to the community include connecting people with volunteer opportunities, promoting volunteerism, and providing leadership and counsel in the non-profit and voluntary sectors.

What types of programs, services or events is your organization currently offering?

Volunteer Manitoba is the only volunteer centre in the province and for over 40 years we have connected people with volunteer opportunities, promoted and celebrated volunteerism, and provided leadership and support to the non-profit and voluntary sectors.

Our Community Outreach allows us to connect with individuals and groups and share information on volunteerism, how to get involved, and advocate for the non-profit sector. We help people find volunteer opportunities, and we work closely with organizations to help promote positions within their volunteer programs.

We run a program called Board Connect, which helps facilitate matches between boards and individuals who want to serve, and the VM Youth Program raises awareness in youth and young adults about the value of volunteerism, and works with agencies and communities on ways to engage the next generation of volunteers.

Over the years, we’ve become known for our training in board governance, volunteer management, and capacity building for groups and individuals. We have workshops, group training, distance and online courses, and webinars! VM’s training is offered in a variety of formats, our most popular (and right now the only) options being virtual and online. We also have lots of resources and supports available so please check out our website for more info on that.

And last, but certainly not least, our Annual Volunteer Awards. We celebrated virtually this year on September 23, and it may have been our most-watched and most popular volunteer awards to date! You can check that out on our website as well.

Are there any upcoming programs, projects, or event your organization would like to share?

We are currently in the middle of our Fall Training Calendar and we are busy preparing for our Winter courses. We are also launching a new youth program later this fall, and we are really excited about that project. Our volunteer referral program continues to see a lot of traffic, which tells us that people are getting back to volunteering in-person and are eager to give back to their communities.

We have 6 employees at VM – a small, but mighty team!

What are the biggest challenges your organization face?

Probably our biggest challenge right now is navigating the pandemic and finding new ways to support the non-profit and voluntary sector during these times. We recognize that technology is essential to maintaining our programs and services, and we’ve been working hard to adapt all we do so we can continue to connect with people and work towards achieving our vision.

Ritchot Recreation is a relatively new department in the Municipality of Ritchot. It was formed in 2013 after the completion of Recreation Needs Assessment that recommended the hiring of a recreation director to support programs, events, facilities and most importantly local volunteers. We have 3 arenas, 3 community halls, 1 large event centre, 4 large multi-use parks, and a growing trail network. Each facility is governed and operated by a volunteer board of directors.

How many employees are currently employed in your organization?

We have 2 full time employees and 1 part time employee in the recreation department. Amber Mamchuk- Director of Recreation Services, George Humeniuk, Director of facilities and Special Projects and Liam Harder, Program Coordinator.

In 2018 the Municipality of Ritchot completed a recreation master plan. Following the adoption of the plan, the department grew from 1 employee to 3. A director of facilities and special projects was hired with a focus on lifecycle and capital projects and a part time program coordinator was hired with a focus on the development and growth of a summer camp program and enhancing year-round programming. The two new positions have allowed us to provide more recreation opportunities for residents and to begin the process of developing an asset management plan for our facilities.

What types of programs, services or events is your organization currently offering?

As we started to plan for fall programs, we felt that we needed to connect with our residents to gauge their comfort level with in person programming vs virtual programming. We sent out a survey in the late summer. Most people were interested in in-person programming with a strong desire for outdoor/physical activity programming. Our fall programming lineup is as follows

4 Family Forest days in partnership with Fort Whyte
8 Guided Trail walks
2 Shake, Rattle and Roll- physical activity program for toddlers and parents
Intro to skating
2 Fitness classes
4 Multi-generational Art Programming in partnership with Art City
3 Babysitting courses

We have hosted 2 events this fall

• Volunteer Celebration- Night at the Movies- Drive In at the TC Energy Centre in IDC where we showed Back to the Future and offered a movie concession.

• National Truth and Reconciliation StoryWalk®: children’s books about the Canadian Residential School system were posted along pathways and trails on Sept. 29&30 as an opportunity for our residents to learn and reflect.

Are there any upcoming programs, projects or event your organization would like to share?

We are supporting many exiting projects in our Municipality including:

Completion of a new community centre
2 large park development/revitalization projects
Dock and Boat Launch project to increase access to the Red River
Development of a new trail system
Installation of a 9-hole disc golf course

What are the biggest challenges your organization face?

Many of the challenges that we face are common across the sector. This year has been especially challenging from a program perspective as we have had to cancel and postpone many programs due to changing public health restrictions. We also rely on access to local schools to offer programming and we are currently unable to use them.

Can you describe your local recreation facilities, parks, trails and spaces?

The Municipality of Ritchot is a beautiful part of south-eastern Manitoba. Recreation in our communities is growing in a positive way and we are seeing residents connecting more and more with our trails and green spaces. Our facilities are well maintained and run by dedicated volunteers. If we had to sum up our recreation facilities, parks, trails and spaces in 3 words we would say that they are:

Community Driven
Diverse
Growing

Can you give us some points of pride?

First and foremost, we are proud of the volunteers that create and maintain our community spaces. They give so much of their time, ensuring that their fellow community members have a space to play and connect. Their passion and dedication is inspiring and maintaining a positive relationship with them will always be a top priority for us.

As a department, we are proud of how we have put our Recreation Master Plan into action. The process of developing the plan was a positive experience in engaging residents and stakeholders and we have relied on the document to guide strategic priorities. The plan has resulted in developing a Recreation Advisory Committee (RAC) that has provided recommendations to council on enhanced support for facilities. The RAC is made up of local volunteer board members from a variety of special interest groups and facilities and they act as a sounding board for the Recreation Department.

Other sources of pride include the development of a summer camp program our ability to support funding applications.

During the summer months we use local arenas and parks to offer a summer camp program. Over the last 3 years our summer camp program has grown significantly, and the program fills up quickly. The camps bring in a variety of experts to guide activities based on a weekly theme. We are fortunate to have incredible, local summer camp staff.

We work very closely with our facility boards to identify priority projects on a 5yr cycle. Grant writing can be challenging and time consuming at the best of times. One way that we support our volunteers is by taking on the writing of applications with their input. In the last 6 years we have supported groups in funding applications totaling over $1.4million.

We are very fortunate to have a supportive council and that has had a great impact in our ability to advance recreation in the Municipality. We asked them the question “Now more than ever parks and recreation….” And they said:

“Now more than ever parks and recreation play a leading role in supporting wellness and a means to stimulate positive and healthy pursuits. There is an expectation from communities that this will remain a focus and be expanded upon. It feels like the appetite for new activities, new facilities, and new green spaces is limitless.”

“Now more than ever parks and recreation are such an important piece for our mental health. As restrictions change nationally, it is important to be able to provide a space where residents can get out to walk, run, sit, play, soak up some sunshine and just get out of their space in a safe manner. People are looking at recreation to provide some semblance of normal for them and their families, whether that be being bringing the kids to the ball diamonds, the arena, dance, but overall, just getting into a routine.”

Message from the Framework Leadership Team

It is hard to believe that A Framework for Recreation in Canada: Pathways to Wellbeing was officially launched over five years ago in 2015. At its release, the Framework was viewed as a critical step forward in the municipal parks and recreation sector It was designed to guide and stimulate coordinated sector policies and practices in Canada that aim to improve the wellbeing of individuals, communities, and the built and natural environments.

When the Framework was launched in 2015, we could never have imagined the far-reaching challenges that the COVID pandemic would create for Canadians and communities. Yet, the five Framework goals resonate more today than ever: Active Living; Inclusion and Access; Connecting People and Nature; Supportive Environments; and Recreation Capacity.

As we recover from a global pandemic, it can be difficult to think of policy when we are thinking of survival. However, in times of crisis, a common compass for the sector is essential. And perhaps without realizing it, we are moving the goals of the Framework ahead even during these difficult times. Looking ahead to the immediate future, we will use the Framework to re-imagine the municipal parks and recreation sector as it plays a critical role in Canada’s post-pandemic recovery. We do this, while recognizing that different parts of the country have experienced the pandemic in different ways.

In the five years since the Framework was endorsed, the implementation has taken countless forms. At the community level, sector professionals have built master plans upon the foundation of the Framework and harnessed the national strategy to advocate for funding to support parks and recreation services. Every day, practitioners across the country advance the Framework goals – you can see just some examples of success stories at the following link: https://thebenchcpra.ca/members/stories-in-the-field.html.

In provinces and territories, Framework implementation is unique to each region. The sector and governments continue to partner together to move the goals forward.

At a national level, the Framework Forum of 2018 allowed for the sector to gather and share success stories and find ways to navigate through the Framework. The creation of a national audit tool allowed communities to measure their own progress on the Framework goals. The building of the Bench www.thebenchcpra.ca has provided an essential platform for the Framework and supporting tools – we encourage you to join today.

CPRA has and will continue to undertaken multiple initiatives to move the Framework goals forward including launching a knowledge hub on the social/economic benefits provided by our sector, entering into government partnerships on youth employment programs and gender equity initiatives, the creation of Parks for All www.cpra.ca/parks-for-all?locale=en and ongoing advocacy for increased infrastructure and program funding for parks and recreation spaces and places. CPRA is also building a strong relationship with the National Recreation and Parks Association (NRPA), our counterpart in the U.S. CPRA has recently undertaken extensive research and sector engagement to identify the elements of a path forward in a post-pandemic scenario. This initiative, entitled ReImagine RREC, was funded by Sport Canada and aligns closely with the Framework.

The Framework Leadership Team (members include CPRA, PT governments, academics, sector partners) is undertaking a mid-term environmental scan on the Framework and its goals in the context of the new realities we face. We are determining how the Framework can best guide the sector through evolving challenges including the pandemic, systemic racism, and climate resilience. The efforts of the Leadership Team will ensure the Framework remains equally relevant over the next five years, allowing the sector and government to design new tools and approaches that meet the current and evolving challenges. And soon, the sector and government will begin to consider a renewed Framework for 2025, a process that is being mapped out now by the Framework Leadership Team. Of course, these efforts will continue to align with the Canadian Sport Policy and the Common Vision.

Critical milestones such as the five-year anniversary of the Framework offer an important opportunity to look back and reflect. While aspirational planning and strategy documents are always created with the best of intentions, they are far too often left on a shelf collecting dust. Conversely, the Framework has been the foundation of the successful efforts of CPRA and its partner organizations since 2015. Moving ahead, our activities and success will continue to rest upon, and align with, the goals of the Framework. Collaboration amongst the sector is more important than ever to ensure we get Canadians engaged and active again and the Framework provides the foundation for that call to action.

At this moment in time, municipal park and recreation stakeholders across Canada are weary. The effects of the pandemic on our field – from closures, ever-changing regulations, and financial hardships – combined with the mental and physical health challenges that we each face as individuals, parents, and family members, have been significant. Thank you for your ongoing efforts and dedication.

As we move forward together toward a new normal, let us rally around and lean into the Framework to build our sector back better and stronger than ever. Let us use the goals within the Framework to reimagine the parks and recreation sector in the post-pandemic world. I encourage you to consider how the Framework can guide the re-creation of your master plan, the delivery of your recovery programs and the renewal of your community partnerships.

Some of our favourite parks to visit – Therapeutic Recreation

As part of June is Parks and Rec Month Recreation Manitoba asked former board member Leila McVannel to tell us about some of the best parks that she uses for programming in her role at the Manitoba Developmental Centre. Here is what she had to say.

Not is any particular order – these are just some of the Central Region area locations that we have enjoyed taking our recreation participants to:

1) Spruce Woods Provincial Park – Winter Active area (Link)

They have a great area for Winter activities in the Spruce Woods Provincial park. It has warming cabins, a skating oval through the trees, skating rink for a game of shinny, a toboggan hill and jam pail curing – all within walking distance from each other.

There is paper, an axe, matches to light the wood stoves inside the two warming huts; it has benches and tables inside for warming up and having snacks. It also has a large outdoor fire pit where we cook our hot dogs and warm the beans. We have made and cooked bannock on a stick on the open fires. We plan Winter Active Days at this location and it is wonderful spot for this adventure.

2) Headingly Spray Park –located behind the Headingly Community Centre. (link)

We love stopping in at this Splash pad. It has an accessible washroom/change room facility and is close to a great ice cream stop along the highway – formally, KO’s but now goes by E’s.

3) MacGregor Splash Pad (link)

It is small, quaint sprinkle pad with accessible washrooms close by. It also has plenty of shade, as well, as a small wooden shelter where you can do crafts or table top activities.

The Normac Centre arena, soccer fields and ball diamonds – great place to fly kites.

4) Stephenfield Provincial Park (link)

One of our favorite spots is a lovely location in the over- flow campground area. It has a large shelter that has sliding barn doors, windows with shutters and a stone fireplace. It is great for Fall trips as it is nestled in the trees and the fire place keeps you warm. Great place for cooking s’mores with a hot chocolate. The bathrooms are close by and accessible for all.

It also has a water tap close by – great for water balloon games.

5) Island Park – Portage La Prairie(link)

This park is amazing. It has accessible pathways that wind through an arboretum, large trees and pond. It has a disc golf course, as well as beautiful views of Crescent Lake and plentiful waterfowl. It has picnic shelters located throughout the park that can be pre-booked through the City of Portage. Also located on the Island Park is the outdoor Splash Island aquatics centre, which has a pool and two waterslides. Both the outdoor and the indoor aquatics centre have zero-depth entry which make is so easy for anyone to use. Having the Stride Credit Union Centre in the middle of the Park allows for easy access to accessible washroom when needed. If you visit at the beginning of July – Mayfair farms has a strawberry patch on Island for picking/ or pre-picked strawberries. Definitely, a great place for a road trip.

The Art of Gathering

Recreation Manitoba is looking for different resources that will benefit volunteers and practitioners in the recreation and parks sector. We asked President Elect Emily George, MA to provide us with a review of the Art of Gathering by Priya Parker

I held a potluck dinner party, a gathering of friends and their significant others, and it was one of the first times we were together outside of work. I wanted to make a toast to set the stage before our meal and recognize this moment. It didn’t happen because I believed it would add a level of formality than the casual gatherings we were used to. Instead, I focused on the logistics of how people should flow to get at all the food and where to sit. After reading The Art of Gathering, I know that I did a disservice to the event and our purpose for gathering.

The main premise of this book is summed up in the title. It is a pivotal read in 2020 and 2021, given the ongoing restrictions with the pandemic. The book reflects on how we are going to come back together, once it is allowed. My first exposure to this book was in audiobook form, read by the author. It was compelling enough to purchase the book and read it again. I knew it would be a staple in my collection and a go-to reference as I go forward in my career. The book flows through the elements that should be considered as one plans a meeting, an evening with friends, a birthday party, or a festival. Building on the author's experience as a professional facilitator and training in a group dialogue method called Sustained Dialogue, Priya Parker focuses on the process of what happens when you bring people together. She challenges all individuals to gather with a bold purpose, not just for tradition or societal expectation or out of habit.

This radical shift in the analysis of gathering means looking at it from all angles, not just the typical logistics of venue, food and time of day. She challenges us to think about the opening, the guest list, the role of the host, the invitation process, managing the mood, and ending with a purpose - just how you opened it. The book is written in a relatable way - we have all been to an occasion that left you wondering where you should be standing or sitting, having to navigate an awkward silence, or wondering what you had just experienced, on the drive home.

The elements, like setting the mood, conversation points, or choosing guests who would complement the mood, were quickly glossed over in my program planning class. These elements and others are placed front and centre and used as a compass to make decisions. The author challenges everyone who brings individuals together to consider the ‘why of the gathering’, as the cornerstone of all decisions. With the combination of these elements you set the stage - starting before the event even begins with your invitation then moving into how the guest is greeted and transported throughout the venue. The host can design the experience in such a way that transforms the event into a meaningful gathering. It also proposes that not every event can happen in a virtual setting and not every meeting requires the camera being on when it could just be an email or a quick phone call instead. Meetings, events and gatherings that require full-body participation (either online or in-person) requires the individual to be guided throughout the entire experience - and that direction helps to fulfill the mission of your gathering.

The book taught me that every gathering needs to have a beginning, middle and end and as a host I am required to use the time in a thoughtful way. As gatherings are slowly becoming an option in a post-pandemic world, we will need to be mindful of people’s hesitancy to attend events and how they will approach gatherings. Their lack of practice in social interactions from being apart for a year will mean that organizers need to be more deliberate and use the ideas in this book to design what meetings, community programs, events unfold and how spaces are used in the future.

Without the focus on the purpose, an intended outcome, how would you know if your gathering was successful? There is a call for radical change in facilitating gatherings of all sizes so that we can make the most of our time together, online and face to face. It is also a great reminder that bringing people together is powerful and should be done with care and purpose. I would recommend this book as a beginning when designing experiences, and even to reflect on. I know that the next dinner party I have will be a curated event from the invitation, to the conversation topics, and of course, a toast to commemorate the evening that we are once gathered again.

Recreation heavily impacted by COVID but adapts to contribute to community and individual wellbeing

Like many industries recreation practitioners, organizations and facilities have been substantially impacted by COVID. Facility closures, staff layoffs and adoption of completely new programming models has produced many challenges. From a municipal perspective, it is hard to identify another department impacted as much as recreation and parks departments.

Through it all the recreation delivery system has shown the ability to safely adapt and continue to bring communities and families together, while continuing to contribute to the wellbeing of Manitobans.

Recreation Manitoba, a provincial organization dedicated to realizing the full the potential of parks and recreation as a major contributor to community and individual wellbeing and vibrancy, conducted an online survey over the last two weeks of March with members, and organizations involved with recreation in Manitoba to see how COVID has impacted them.

What we found was that across the Province COVID has impacted all aspects of organizations from staffing and facilities, to programs, services and events. Financially these impacts are expected to last into the new fiscal year as budgets have been decimated this year with the impacted expected to last into the new fiscal year.

As we move forward it is essential to recognize the critical role that recreation and active living play in supporting the mental and physical health recovery of Manitobans as well as the economic recovery of communities.

A basic analysis of the data shows

Responses were received from all seven regions in Manitoba. Winnipeg lead the way with 22% of responses, followed by Westman (19%), Central (17%), Interlake (16%), Eastman(15%), Parkland(6%) and Norman(4%).

The sizes of organizations varied, however most are small departments or organizations. 42% of respondents indicated their department/organization/business had 0 to 5 employees, 17% indicated 6 to 15 employees, 19% indicated 16-30 and 22% indicated 31+ employees.

When looking at how staffing was impacted. We first asked respondent to indicate impact to full time staff. 68% indicated that full time staffing was impacted in some way. These impacts included, full or permanent layoffs (6%) partial or temporary layoffs (34%), redeployment or reassignments (16%) and other (12%). 32% of respondents indicated full time staffing was not impacted.

When we asked how part time and casual staff were impacted in greater numbers by COVID. Only 21% indicated there was no impact to staffing. 30% indicated partial or temporary layoffs, full or permanent layoffs indicated 19%, 7% were redeployed or reassignment and 13% indicated they hired less part time or casual staff.

COVID has substantially impacted the finances of most to the organizations. 82% of respondents indicated a negative impact to their finances this year with 46% of respondent indicating a substantial negative impact and 36% indicating a moderate negative impact. These impacts are expected to carry over into the next fiscal year with 81% of respondents indicating a substantial or moderate negative impact on their budgets.

Revenue was the single hardest hit aspect of budgets. 83% of respondent indicated revenue had been negatively impacted, with 59% indicating a substantial negative impact for this year with a further 24% indicating is would have a moderate negative impact. These impacts are once again expected to carry over into the next fiscal year with 73% indicating it will continue to have a negative impact.

We asked what areas have been most significantly impacted by COVID. As expected, due to shutdowns and other restrictions, events were most significantly impacted with 87% of respondents indicating a substantial negative impact and 97% indicating at least a moderate impact. Facility operations were the next area most negatively impacted with 76% indicating a substantial negative impact and 94% indicating at least a moderate impact. Services were third on the list with 65% of respondent indicating a substantial negative impact. Recreation Manitoba gives credit to the resiliency of recreation practitioners and organizations and their ability to adjust to ever changing conditions for this lower impact.

This is supported by comments we received when we asked respondents for something positive that has come out of the changes with COVID. Overwhelming we heard that the delivery system was able to adapt and offer more virtual programs and services and being leaders in community building to help combat social isolation. Respondents indicated these virtual programming options allowed them to reach community members who might not otherwise take part in programs due to barriers including finances, travel and equipment. A number of respondents acknowledged the support of the Safe at Home Grant and the financial assistance provided by the Province of Manitoba to allow them to make the successful transition to virtual programming and new outdoor related programming. One respondent had this to say "although this time has been difficult it has really taught us how to find a new normal and implement these simple things into our future programming"
